Follow these instructions to install the latest version of SourceMod. Make sure to also follow the linked instructions from that page to install the latest version of Metamod:Source.
If you are running the Windows version of srcds in wine, make sure to install the Windows versions of both addons, not the Linux versions.
While you are installing Metamod:Source, make sure to follow the instructions on their wiki for generating a custom metamod.vdf with their Make a VDF File tool and enter gesource in the game folder input before clicking the generate button.
The easiest way to setup admins is to add SteamIDs to gesource\addons\sourcemod\configs\admins_simple.ini
